Globally in the recent event, river flooding has been a major natural catastrophe for example Easter in UK in 1998, Eastern Europe 1998 and 1999, China in 1998 and Venezuela in 1999 ( Saders and Tabuchi 2000 ). In 1998 of the South China flood, twenty million people in their socio-economic lives was disrupt and physical loss and damage in thousands of inhabitants was died which forecast around twenty Billion US Dollars (Turkey Contractors Union, 1998).





For the flood prediction, contrasted Sensing and Geographic Information System (GIS) have been trustworthy tools and can be used in prediction process. It was append the researcher with a sort of multi-date satellite images which in monitor and recording the changes of process of past flood events.
